Service description

Prostitution event – notification of organisation or holding

Prostitution events are events organized for an open circle of participants at which sexual services are offered by at least one of the persons directly present.

Anyone wishing to organize or hold a prostitution event must notify the local public order office responsible for the venue four weeks before the start of the event online or using the application form.

Prostitution events may only be held in suitable buildings, rooms, other fixed facilities and other mobile facilities (e.g. vehicles, ships, etc.). The operating location and operating hours must not conflict with the requirements for the protection of the prostitutes working at the prostitution event, customers, young people, residents, neighbors or the general public. Otherwise, the prostitution event may be prohibited.

A report that is not made, not made on time, not made truthfully or not made completely is an administrative offense and can be punished with a fine of up to EUR 1,000.00.

Procedure

  • If you wish to hold a prostitution event, you must report it before the event begins. The notification can be submitted online. Please complete the notification in full, upload the required documents and submit it.
  • The responsible office will check your details and documents and request any missing evidence. You will receive instructions on the further procedure and will be informed of the processing status by e-mail.
  • If all requirements are met and the necessary documents have been submitted, you will receive a fee notice and confirmation by post. If not all requirements or necessary documents have been met, your application will be rejected and a fee will be charged. In this case, you can read the reason for the rejection in the notification from the responsible office.

Documents required

  • Notification about a prostitution event
    Online possible; or you can use the form.

    The notification must contain the following information:
    • the full name of the operator of the prostitution event,
    • the exact location and time of the event,
    • the full name of the owner responsible for the buildings, rooms or other fixed or mobile facilities used for the event.

  • Permit for prostitution business (copy) with operating concept
    The operating concept must describe the essential characteristics of the prostitution establishment and the precautions taken to comply with the obligations under the Prostitution Protection Act.
    If available, also a copy of the prostitution permit.
  • Event concept
    An event concept for the specific event.
    Before each prostitution event, the operator must draw up a specific event concept in addition to their general operating concept, outlining the spatial, organisational and temporal framework conditions of the respective event.
  • Written consent owner
    Approval from the owner for using the buildings, rooms or other stationary or mobile facilities for holding the event (e. g. copy of the tenancy / lease / user agreement)
  • Registration certificates / alias certificates (copy)
    The registration certificates and/or alias certificates of all prostitutes expected to work at the prostitution event.
  • Agreements with prostitutes (copy)
    The agreements/contracts concluded with the prostitutes for the event.
  • Valid operating licence / certificate of operability if applicable
    • If a prostitution vehicle is used as an event venue:
    Evidence of a valid operating licence and technical operability (e. g. copy of certification of the most recent general inspection, copy registration certificate part I, garage service record, or similar)
