Test engineer for stability - Apply for a certificate for the first-time activity

Persons who are established in another EU member state or in a state with equivalent status under European Community law to perform tasks that comply with the BauPrüfV are authorised to work as test engineers for structural stability in the state of Berlin if they fulfil the requirements of Section 9 (2) BauPrüfV.

They must first notify the recognition authority for test engineers for structural stability of their first activity. Upon request, the recognition authority confirms that the notification has been made. Notification is not required if notification has already been made in another country.

The Single Point of Contact service can be used for this procedure.

Prerequisites

  • General requirements
    • Proficiency in written and spoken German,
    • Possession of the ability to hold public office,
    • Self-responsible and independent activity,
    • Establishment in another EU Member State for the purpose of carrying out structural testing and inspection activities within the meaning of the BauPrüfV.
  • Special requirements
    • Possession of a comparable authorisation with regard to the field of activity,
    • Fulfilment of comparable requirements with regard to the recognition requirements,
    • fulfilment of comparable requirements with regard to proof of knowledge.

Documents required

  • Informal application
  • Comparable authorisation
    Certificate (e.g. recognition, licence) from a body with sovereign powers containing the information required for an assessment of comparability.
  • Branch office
    Certificate of legal establishment in the country of origin for the performance of inspection tasks within the meaning of the BauPrüfV and that the exercise of the activity is not prohibited, not even temporarily, at the time of submission of the certificate.
  • Comparable recognition requirements and proof of knowledge
    Proof that a comparable recognition procedure in the indicated specialisation has been completed in the country of origin, including an examination of personal requirements and professional experience as well as proof of professional knowledge in a written examination.
  • German language
    Proof of German language skills (for non-German speaking foreigners).

Notes on responsibility

The Senate Department for Urban Development and Housing, Supreme Building Inspectorate, is the recognising authority for test engineers under building regulations law.
