Apply for recognition as a test engineer for stability

As authorised contractors, test engineers carry out building inspection tasks on the basis of the Berlin Building Code. A test engineer for stability is anyone who is recognised as such by the Supreme Building Inspectorate. Other persons may not use this designation. Only persons who have their registered office/place of work in the state of Berlin can be recognised in Berlin.
Test engineers for stability are recognised upon application in the fields of solid construction, metal construction and timber construction. Recognition can be granted for one or more specialisations. Recognition procedures are generally carried out every two years following publication in the Official Gazette for Berlin. No applications can be accepted outside of this period.
Only those who fulfil the general requirements (§ 4 BauPrüfV) and the special requirements (§ 10 BauPrüfV) can be recognised as test engineers for stability. The special requirements also include certification of professional suitability by an examination board set up for this purpose. Applicants must undergo a comprehensive examination procedure consisting of a review of their professional background and a written examination.

Prerequisites

  • Personal suitability
    • Ability to hold public office,
    • Proficiency in written and spoken German,
    • Criminal record.
  • Registered office, status
    The place of business/work is in the state of Berlin, the activity is freelance or as a legal representative or managing director of an engineering company or as a professor as part-time employment.
  • Education
    A degree in civil engineering from a German university or an equivalent degree from a foreign university.
  • Professional experience
    • At least ten years of full-time professional experience in the preparation of stability analyses, technical site management or comparable activities,
    • Within this period
    at least five years of experience in the preparation of stability analyses for structures of above-average difficulty with a wide range of different load-bearing structures
    • and at least one year of experience in technical site management.

  • Curriculum vitae
    Curriculum vitae with complete details of your professional career up to the date of application.
  • Certificates of graduation and employment
    A copy of each of the degree and employment certificates as well as the diploma, bachelor's or master's certificate.
  • Certificate of good conduct
    Proof of the application for a certificate of good conduct for submission to an authority (document type O), which is not older than 3 months, or an equivalent document.
  • Information on other recognition procedures
    Information on unsuccessful recognition procedures in other countries.
  • Evidence, professional experience
    • Reference object list of independently prepared stability verifications in the last ten years, from which at least five years of experience in the preparation of stability verifications for above-average difficult structures must be recognisable,
    • Detailed description of six selected statically and structurally difficult reference building projects,
    • Proof of at least one year of technical site management.
  • Proof of personal responsibility and independence
    • Copy of tax office registration or extract from the commercial register or extract from the articles of association,
    • Information on the number of engineers employed in the office and how many of them are to be employed for auditing in the event of recognition, information on any branch offices,
    • Details of any shareholdings in a company whose purpose is the planning or realisation of construction projects.
  • Explanations
    • Declaration that the professional activity is carried out autonomously and independently.
    • Declaration that the necessary insurance cover is available in the event of recognition.
  • Proof of professional suitability
    Certificate from the examination board (arranged by the recognition authority).

The amount depends on the outcome of the procedure

  • EUR 600.00 Recognition fee
  • EUR 800.00 to EUR 2.200 Expenses for the examination board

Average time to process request

The duration of the recognition procedure is approx. 1.5 to 2 years.

The Senate Department for Urban Development and Housing, Highest Building Inspectorate, is the recognising authority for test engineers for stability.
